Artificial Intelligence Assistants Deliver ‘Misleading and Partial’ Election Guidance, Claims Netherlands Regulator

AI assistants have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democratic processes just over a week before national elections.

Testing Reveals Consistent Bias in Chatbot Recommendations

The quartet of AI assistants tested by the authority “often end up with the same two parties”, irrespective of the user’s question or command, the regulator noted in a analysis released ahead of the 29 October election.

For over 50% of instances, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are rarely ever cited”, despite the fact that the user’s input precisely aligns with the stances of these parties, the study pointed out.

Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance

The vice-chair of the AP, Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their ideological beliefs, she emphasized.

“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against employing AI assistants for voting advice, as their operation is unclear and difficult to verify.”

Election Context and Political Landscape

The Dutch head to the polls on October 29 in an election that will be closely watched across the continent for the showing of the Freedom party.

The right-leaning group of Geert Wilders is leading the polls but the lead over the left-wing and centre-right parties seems to be closing, with many voters still undecided.

All major parties have rejected a coalition with the PVV, meaning the party that comes second is highly probable to supply the future head of government.

Inadvertent Prejudice Linked to Chatbot Functioning

The AP stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
