Europe felt a moment of respite on Monday, as the tension caused by the introduction of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of rocket attacks on Kyiv.
The Cycle of Peace Talks and Military Action
The succession of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are waged: positive announcements are released from various governments. Immense energy is devoted on restraining specific proposals. By night, Russian leadership clearly shows the world that, for them, war remains the key method for achieving "resolution".
After-Dark Attacks
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is capable of detecting projectile deployments from Russian territory, a capability afforded by current data. From vantage locations, Ukrainian air force fighter jets that had been dispatched to intercept incoming cruise missiles flew past – modern combat jets supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's air-defence systems thundered: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, probably supplied through allied countries. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly becomes resigned acknowledgment: possibly the hostile projectile won't strike its target this time, protecting urban areas from catastrophe and further power outages.
Persistent Threats
Following this, a large-caliber weapon engaged a drone close by, part of a rapid response unit – probably imported technology. Unfortunately, the projectiles didn't strike the enemy aircraft – it continued its flight toward its objective.
Intermittently, this persisted until dawn. Kyiv awoke to the early updates: seven people killed, devastation and infrastructure problems in multiple buildings as a result of the evening attack. As typically, everyone still maintained normal activities – enduring hostilities. But those 24 hours illustrated Ukraine's critical military reliance on external assistance – a need that regional partners are demonstrably unable to fill in the immediate future.
Ineffective Peace Efforts
The detailed framework from Washington generated strong feelings, discussion and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.
Every new approach from US leadership adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually achieve victory. This cycle will, undoubtedly, persist.
Strategic Calculations
It is easy to blame specific actors of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. Washington functions according to a assumption familiar among seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The American government assumes that it is unfeasible to force Russia to relinquish the land that it already controls in Ukraine's occupied territories.
The problem is that while recognising this factual reality, US leadership does little to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its benefit in the near future.
Conflicting Perspectives
Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their motivation to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's government remains supremely confident in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing people and territory but averting a total frontline collapse until conditions improve in its favour.
Current Realities
Realistically, there are no actual prerequisites for a armistice. Now, individual motivations are entering the equation: political desires to mediate resolution and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unworkable, so that their priority does not move to domestic problems. And although their objective will now be significantly challenging after recent developments, it remains very improbable that this will alter their fundamental strategy.
These opposing factors are guiding negotiations.
Assessment and Future
It took a just a single week to kill the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, current information leaks, all did their job.
While new initiatives based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and show certain reluctance to change the course of events, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, mainly require sustained allied backing.
