The United Kingdom and the United States have established a key commercial pact that will ensure no import taxes on British drug exports entering the American market.

The Terms of the Accord

Under the terms of the agreement, the UK has pledged to boost spending on drugs through the public health system. This pledge ensures that import taxes on these vital exports will be held at nothing for a period of 36 months.

This agreement is in response to previous threats to dramatically increase import taxes on branded drug products, with figures floated as high as 100%.

"This deal between the Britain strengthens the global environment for new treatments and establishes much-needed equity to U.S.–U.K. pharmaceutical trade," a statement said.

Trade Importance

Pharmaceuticals constitute one of the UK's largest exports to the US, which is clearly the biggest market for major companies like GSK and AstraZeneca.

Statistics reveal that in the 12 months leading up to last September, the UK sold medicines worth over eleven billion pounds to the US. This figure accounted for a significant portion of all goods exports in that span.

"This guarantee secures employment, stimulates investment and paves the way for the UK to establish itself as a global hub for life sciences," a minister remarked.

Key NHS Changes

The agreement involves several specific pledges from the UK:

  • Higher Cost Ceiling: The UK will raise the price threshold at which it judges new therapies to be prohibitively costly by a quarter.
  • Higher Drug Budget: There is a goal to raise total NHS spending on medicines from 0.3% of Gross Domestic Product to 0.6 percent over the coming ten years.
  • Rebate Cap: The amount pharmaceutical firms must refund to the NHS to stay within budget will be restricted at fifteen percent. In the past, repayments exceeded 20%.

Recent Tensions

The pact follows a long-running dispute between the pharmaceutical industry and the ministers over spending levels and NHS adoption.

The disagreement were intensified by claims that American customers were paying significantly more for the equivalent treatments than people in the Britain and the EU.

Over the last 18 months, several large manufacturing plans in the UK have been paused or scrapped, while major funding commitments have been pledged toward projects in the United States.

The Science Minister publicly accepted that the NHS needed to spend more on drugs, noting that its budget allocation on drugs had declined as a percentage of its resources over the past decade.
